All legislation must be Constitutionally Grounded
The Constitution was expressly written to limit the scope and authority of the Federal Government. The Founders feared precisely the sort of out-of-control, out-of-touch central government we have currently. In addition to working to repeal previously passed, unconstitutional legislation, NFC-PAC endorsed candidates are asked to commit to ensuring that legislation they support and/or introduce will be grounded in our Republic’s highest law – the US Constitution. Given that each of the several states have Constitutions, as well, the same commitment to the governing documents for local and state office seekers and office holders applies.
No new Taxes
It is patently true that, particularly at the Federal level, we do not have a Revenue problem, we have a Spending problem! In addition, bloated government bureaucracies at all levels of government create ideal environments for waste, fraud and duplication of effort. NFC-PAC endorsed candidates agree to a moratorium on Tax increases of all sorts until the governments in which they serve demonstrate the ability to live on what they make, just as the citizens paying the taxes are required to do. After all, politicians are merely stewards of the resources of others. We also expect those the PAC endorses to freeze spending – at the Federal level that freeze would be at pre TARP levels – until a thorough review of the revenue and expense needs of the state can be completed.
Strong National Defense
Constitutionally speaking, the most important job of the Federal government is to protect and secure the Republic from all enemies, foreign and domestic. PAC endorsed candidates should be strong on national security in all its forms – from securing our borders to removing threats to our security from within; from keeping those outside our nation from attacking us with bullets to opposing those inside our very own government who would destroy our heritage and way of life with ballots.
Energy Independence
One of the largest threats to our national and economic security is our dependence upon Energy sources that are located in or pass through countries and areas that are unfriendly or openly hostile to the United States. PAC endorsed candidates are expected to be pro-active in creating an Economic environment in which the R&D necessary in the Private Sector to develop and bring to Market alternative Energy products and solutions exists in our nation. However, until such time as that occurs, they are also expected to work to permit Americans access to American resources that will continue to provide the inexpensive and plentiful Energy we need to drive our Economic growth and development. This means using our Oil, Coal and Nuclear resources now while the Free Market applies R&D to Electric, Wind and other alternatives.
Support Free Trade and Free Enterprise
As amazing as it is, this needs to be said. PAC endorsed candidates are expected to remember and govern by – at all times – the notion that it is Free Market Capitalism that built this country and brought Prosperity and Leisure to an entire planet in amounts never before dreamed of. On this, as in so many other principles, the future of our world – not just our country – depends. The job of government is to create a secure environment within which Economic Development can occur. It is not now, nor will it ever be, the job of government to identify for the Market those areas the Market should be addressing. Neither shall the government favor, in policy or in action, one company or Market segment over another.
Recognize and Support State Sovereignty
The US Constitution could not possibly be more clear on the roles intended for State and Federal governments. The scope of the Federal government is to be limited and precisely defined. State government is to be broad and generally defined. Bluntly, the States have vastly more authority over what goes on within their borders than does the Federal government. PAC endorsed candidates are expected to remember this at all times and to actively promote the reduction in size, scope and authority of the Federal government and to promote the authority of State government in the lives of Americans.
Support Rule of Law
Almost 800 years ago, at Runnymede, the power of the Crown was limited by making the King himself subject to the law and not the creator of the law. This establishment of a body of legal requirements which applies to all men, regardless of their status or the circumstances of their birth was a seminal step to the later birth of Liberty in a variety of struggles across the planet. No longer was “the King the Law” (Rex Lex). After the signing of the Magna Carta “the Law was King”! (Lex Rex). So it must be with PAC endorsed candidates. Given the primacy of equality before and under the Law, the Rule of Law must be respected and no legislation may be passed exempting any body or group of people from its scope. This is particularly true if the party subject to exclusion from the strictures of the Law in question is the government itself. No man, no politician, is above or exempt from the Law. None!
Support Balanced Budget Statute
In another example of things that ought to go without saying, no PAC endorsed candidate shall ever support spending money the state does not have or cannot realistically show it can raise without raising taxes. Americans must balance their budgets or pay a price. American governments shall do no less. In the event legislators deem it necessary to increase spending for a particular policy or program, they may not simply enact new or higher taxes to pay for it. There must be either an equal reduction in spending or a fiscally sound plan to raise the needed funds through bonds or other financial instruments not tied to taxation. Fiscal soundness and integrity cannot be overemphasized in the approach to spending.
Support Return of Eductation to the States
Given the incredible importance of Educaton to the ideals of individual and Economic Liberty, it is irresponsible to permit Eductionation to remain in the hands of the Federal Government. Not only does the Constitution not assign Education to the Federal Government, the drawbacks and shortcomings of having a single entity preside over an enterprise so integral to liberty are readily apparent. At a minimum, NFC PAC endorsed candidates should recognize that 50 states, developing and implementing new plans and projects in the realm of Education, are superior to a single, bloated, far-removed-from-the-scence-of-the-crime Federal Government's efforst. The states should control Education within their borders. There is no deomonstrable benefit and many demonstrable liabilities involved with having the Federal Governement be the provider and promoter of Education..
Support Tort Reform
The once honorable legal profession has, over the years, changed so drastically that the noble ideals of representation and equality before the law are, practically speaking, only memories in most courts and law firms. The process whereby legal proceedings are instituted and proceed must be reformed in such a way as to remove the current inequities and abuses in the legal system. PAC endorsed candidates are expected to work to advance, in theory and in practice, the idea of Tort Reform..
